Yes, all contractors are required to be registered with the City of Windcrest. This must be done annually and the fee for registering is $20.00. You will need to bring your state license along with a driver's license to the Administration Office to obtain your registration. Contact

Most plumbing, electrical and mechanical work requires a building permit along with some remodeling work. To see if you need a permit for work you are doing or work that will be done by a contractor, please contact the Permit Department. Contact

3. I'm a homeowner, can I obtain a permit for work being done to my property?

For electrical, mechanical, plumbing and irrigation work, a state licensed contractor must pull the permit. For any other work, if the homeowner pulls the permit then the homeowner assumes all liability for the work performed. Contact

Permit costs vary. Building Permits costs are based on the value of construction. All other permit costs are based on what type and amount of work will be performed. It is best to call the Permit Office to get the permit costs for the specific work to be performed. Contact

7. When work is performed, does it need to get inspected?

Yes, all work that is performed needs to be inspected to ensure that it is done in accordance with the applicable codes adopted by the City of Windcrest. Generally a 24-hour notice of an inspection request should be given. All inspections are performed in a timely manner. Contact

5. How do you have such a short response time with a volunteer department?

One reason is our dorm program- we now run two dorms (homes that are reconfigured to allow more rooms). We currently have seven firefighters in the dorms and have the capacity for at least tweleve total. For medical responses (approximately 80% of our calls) we have a take home vehicle program and an on-duty medic. The medic on duty takes the vehicle home and responds directly to the call rather than having to respond to the station to get a vehicle. Contact

6. Where can I get a fire extinguisher refilled?

We do not refill fire extinguishers; there are several commercial companies in the area that will. Depending on the size of the extinguisher and the quality, in many cases it is more cost effective to replace the extinguisher rather than have it refilled. Contact

7. How do I dispose of an old smoke detector?

The following information regarding Smoke detector disposal is from the Environmental Protection Agency:

Both photoelectric and ionization smoke alarms contain plastic and electronic circuit boards and in some cases batteries (alkaline or lithium). Ionization technology also includes a chamber containing radioactive material incorporated into a gold matrix. Because of the long half-life of americium-241 the amount of radioactive material in the smoke alarm at the end of its certified useful life will be about the same as when you bought it.
EPA's household waste program encourages waste reduction and minimization. State and local practices for safe disposal of smoke alarms vary, but most communities seek to limit the amount of material that requires disposal in a municipal solid waste landfills and incinerators. Waste minimization reduces costs and protects the environment.
Because of the low levels of contamination, smoke detectors can be disposed of in regular trash. You may return the detector to the manufacturer for disposal. The address of the supplier is usually listed in the product warranty or user's manual.

8. What is a Knox Box and am I required to have one?

Knox Box is a rapid entry system developed for fire departments. With one master key we can gain access to commercial and residential properties. Property owners store entrance keys in the Knox Box’s mounted near the building entrances. Each Knox Box purchased by the property owner is keyed to a single master key controlled by Windcrest Volunteer Fire Department. If entry is needed in case of fire or medical emergency, we use the Knox Box key to open the box and use the entrance keys to gain access. If a Knox Box is not mounted on the property, we would need to make a forcible entry and probably damage property in that effort. Residential properties are not required to have a Knox Box. In the City of Windcrest, our Fire Marshal, Joe Moran is in charge of Knox Boxes. Contact

8. If I go out of town, can I have a Police Officer check on my home while I'm gone?

Yes. Before leaving town you will need to complete a House Check form. Copies of this form can be found on the wall directly outside of the Police Department. After completion, please turn in the form to the Dispatch Office.

A person with an active warrant may be arrested at anytime; however, the general practice is not to arrest the individuals who are coming to take care of their tickets and warrants. Contact

7. I'd like to take defensive driving for the ticket I received, how do I know if I can?

To qualify for defensive driving you must not have taken the defensive driving course within the last twelve months, have a valid Texas Driver's License and have liability insurance. Defensive driving may be taken for speeding tickets less than 25 miles over the limit. If you have a commercial driver’s license you are not eligible for the defensive driving course. Only the individual that received the ticket can request the defensive driving course. Contact

8. Can I take the defensive driving course before my court date?

No. You must be approved by the court before you take the defensive driving course. Contact

9. Do I have to wait for the driving record to return before I can take the defensive driving class?

No, you do not have to wait. Once the court approves you, you will need to obtain your driving record as soon as possible, because it can take approximately six to eight weeks for you to receive it from the Department of Public Safety. 12. What is deferred disposition?

Deferred disposition is a process where the judge requires the defendant to adhere to certain terms and conditions. The case will be dismissed if the defendant successfully completes those terms. If the defendant does not complete the terms of the deferred dispositions, an additional fine will be imposed. Contact

13. Does deferred disposition keep the ticket off my record?

Provided that you do not violate the terms of your deferred disposition, your ticket will be dismissed. Contact

14. Can I mail my proof of insurance instead of appearing in court?

No, you must appear in person on or before your court date to resolve this matter. If your name is not listed as a driver or insured person you must appear before the judge. Contact

15. What happens if I violate the deferred disposition?

If you violate your deferred disposition, then it will be revoked. You will be required to pay an additional fine and the ticket will be reported to the Department of Public Safety. Contact

No, the Texas Department of Public Safety will not allow you to renew your driver’s license with outstanding warrant(s). You must appear at the Municipal Court to make the payment for the outstanding warrant(s). Contact

21. I was arrested and spent some days in jail. Why do I still have outstanding warrants?

The City of Windcrest Municipal Court does not waive jurisdiction on outstanding warrants issued in our city. If you wish to request Time Served you must submit your request in writing to the judge. Contact

The city of Windcrest pays Allied Waste for garbage and recycling collection for every residence in the city in whole. Every resident then reimburses the city for both of these services regardless of the amount of usage. Contact

6. Can I pay my garbage bill by draft?

Yes, the city does accept garbage payments by draft (EFT - Electronic Funds Transfer). Please visit the Administration Office at City Hall as you will need to fill out an enrollemnt form and attach a voided check to start the draft payments. Contact

7. My recycling bin is broken or missing, how do I get a new one?

Please come to the Administration Office at City Hall for a new recycling bin. If your bin is cracked, please dispose of it. Contact

8. What are the garbage pickup holidays?

Garbage and recycling pick-up does not occur on Thanksgiving Day, Christmas Day, and New Year's Day. If your collection day falls on one of these holidays, your garbage/recycling will be collected on the next regular day. Contact
