"Why do I need a permit to trim my oak trees?"

The City of Windcrest is dedicated to keeping its many oak trees safe from Oak Wilt. In 2019, the City enacted Ordinance No. 2019-713(O) as a way to mitigate the spread of Oak Wilt within Bexar County. Permits help keep track of trees that are the greatest risk of infection, and ensure their safety after being trimmed or cut. This proactive approach has kept the City's oak trees safe.

Oak Wilt Prevention

Oak Wilt is a highly infectious disease caused by a fungus (Ceratocystis fagacearum). This fungus damages water-conducting system, meaning the trees cannot get the water and nutrients it needs. It is spread by Nitidulid beetles that carry the fungus spores, and through interconnected roots underground. Beetles will fly from tree to tree and feed on the sap of freshly cut oak trees, which allows the fungus to spread from infected trees to healthy trees. After the oak tree has been infected, it will spread the disease through shared root systems to other oak trees. If Oak Wilt is allowed to run its course, it could kill the oak tree(s). The dead tree will have to be removed, which is very costly.

Preventing Oak Wilt begins at home. Residents should read about Oak Wilt before they, or the person hired by them, begin trimming their oak trees. Only trim oak trees between JULY 1ST through JANUARY 31ST. Oak Wilt is least likely to spread during this timeframe. Tools should be clean and sterilized. A latex-based paint should be nearby and ready to paint wounds immediately after being trimmed. Tree waste (or the limbs that have been removed) should be disposed of properly.

All contractors, or persons hired to trim oak trees, must provide a VALID TREE LICENSE when applying for an Oak Tree Trimming Permit. Preferably, contractors should have a Tree Maintenance License from the City of San Antonio. Residents should ask before hiring anyone to trim or prune their oak trees. A list of contractors or companies that have current licenses can be found on the TexasOakWilt Vendors page. The City of Windcrest does not have a list of approved contractors at this time.

Contractors must register with the City of Windcrest prior to applying for a permit. Registration is done annually, renewing contractors will have to provide current licenses and a Certificate of Liability Insurance. The Contractor Registration Application can be found on the Permit Requirements page. The application and $20.00 registration fee can be turned in when applying for a permit.
